Plenary 1:
Taking stock: state & trends of the global carbon market
Although the carbon market has demonstrated resilience
throughout the global economic downturn, the lack of clarity
regarding the post-2012 climate framework has contributed to the
retraction of supply and demand sides of existing regimes.
Still, new initiatives in developing and developed countries are
emerging, exploring market-based approaches for climate change
solutions. This plenary will address the question whether carbon
finance remains as an important tool to provide incentives to a
shift to a lower carbon development path, with particular
attention given to the Latin American region.

Ten years CDM experience in Latin America & the Caribbean:
achievements, lessons & challenges
The CDM, a mechanism implemented under a learning-by-doing
approach, has fostered the development of projects that mitigate
GHG emissions while contributing to sustainable development. At
the same time, critiques are made regarding the ability of the
mechanism to maintain environmental integrity and developing
into a mature and predictable mechanism. Drawing from their
experience with CDM in Latin American countries, the panelists
will review the achievements and lessons since the beginning of
carbon finance activities in the early 2000s, and will share
their views on recommendations for carbon finance mechanisms
going forward.

Programmatic CDM --- emerging lessons and challenges ahead
In an effort to reduce transaction costs in the CDM and expand
the mechanism’s applicability to small project activities and
less successful countries the “programme of activities” (PoA)
was introduced by the CDM Executive Board in 2005. This
expansion to POAs is widely appreciated and considered as an
important development of the CDM. However only three projects
have been registered so far. The reasons for the slow start of
PoAs are many. This session will provide an overview of the
experiences and lessons learnt worldwide so far, examining the
possibilities for PoAs in Latin America and the Caribbean while
featuring the challenges ahead.

Next generation of market instruments: options to support
implementation of NAMAs
The world continues to look for carbon offsetting instruments
that are capable of scaling up the CDM to levels consistent with
the size of the emissions reduction task in developing
countries. Nationally Appropriate Mitigation Actions (NAMAs) may
offer new possibilities of increasing foreign investment flows
to developing countries while increasing the share of emissions
reductions benefits by e.g. trading them with other countries.
But how can NAMAs be turned into a predictable instrument that
will tempt investors beyond the boundaries of the CDM? This
session will discuss the next type of market instruments needed
to support the implementation of NAMAs in developing countries.

up climate finance: past experience and new possibilities
The scale of climate finance needed to address climate change is
magnitudes greater than what is currently in play, Parties and
observers alike have put forward ideas of how to vastly increase
capital flows. Latin American governments, in particular, have
been very supportive of ideas for new mechanisms to generate
private sector climate finance. This session will look at
existing proposals for scaling up climate finance by drawing
lessons from past experience with the CDM and new approaches
such as green bonds, etc.

Sector 7 - Implementing REDD+: what are the roles for the
private and the public sectors?
The discussion on
how to ‘Reduce Emissions from Deforestation and Degradation’ (REDD)
has been one of the fastest moving issues within the UNFCCC
negotiations. However, there are divergent views on the role of
market instruments and, in particular, of the private sector and
project-based crediting activities. This session will discuss
possible roles for the private and public sectors, highlighting
the impact that crediting level has on the ability of the
private sector to play a strong role.

catalyzing carbon investment

development banks can play a crucial role in the development of

Plenary 8: Prospects of the carbon market in Latin America
and the Caribbean
The role the private sector can play in mobilising capital to
address climate mitigation actions is increasingly being
recognized by a broader spectrum of policymakers and business
leaders in LAC region. Nevertheless, the manner in which this
capital can be made available requires the right framework in
which investments can be made. This session will debate the type
of policies and sectoral planning that is needed to ensure
long-term carbon financing and support a less carbon intensive
development path.
