Plenary 1:
Taking stock: state & trends of the global carbon market
Although the carbon market has demonstrated resilience
throughout the global economic downturn, the lack of clarity
regarding the post-2012 climate framework has contributed to the
retraction of supply and demand sides of existing regimes.
Still, new initiatives in developing and developed countries are
emerging, exploring market-based approaches for climate change
solutions. This plenary will address the question whether carbon
finance remains as an important tool to provide incentives to a
shift to a lower carbon development path, with particular
attention given to the Latin American region.

Plenary 2:
Ten years CDM experience in Latin America & the Caribbean:
achievements, lessons & challenges
The CDM, a mechanism implemented under a learning-by-doing
approach, has fostered the development of projects that mitigate
GHG emissions while contributing to sustainable development. At
the same time, critiques are made regarding the ability of the
mechanism to maintain environmental integrity and developing
into a mature and predictable mechanism. Drawing from their
experience with CDM in Latin American countries, the panelists
will review the achievements and lessons since the beginning of
carbon finance activities in the early 2000s, and will share
their views on recommendations for carbon finance mechanisms
going forward.

Plenary 3: The
future of the climate regime and its implications for the carbon
market
As Parties to the UNFCCC are moving forward to negotiate a new
multilateral climate agreement, different options are emerging
as well as new ideas on the role of market instruments to
support scaled up mitigation efforts. Experts will discuss what
are the elements needed for a succesful outcome and the future
key features of an evolving carbon market.

Update on US climate policy developments: what can LAC region
expect?
Emerging low-carbon policies and legislation in the US will have
major implications for Latin America: new opportunities will
emerge across the region as businesses in the north develop new
ways of operating in a carbon-constrained economy. Climate and
policy experts will discuss the picture of state, regional, and
federal climate policies in existence and under development
across North America.

Programmatic CDM --- emerging lessons and challenges ahead
In an effort to reduce transaction costs in the CDM and expand
the mechanism’s applicability to small project activities and
less successful countries the “programme of activities” (PoA)
was introduced by the CDM Executive Board in 2005. This
expansion to POAs is widely appreciated and considered as an
important development of the CDM. However only three projects
have been registered so far. The reasons for the slow start of
PoAs are many. This session will provide an overview of the
experiences and lessons learnt worldwide so far, examining the
possibilities for PoAs in Latin America and the Caribbean while
featuring the challenges ahead.

Energy
Efficiency: examples of POAs in the Latin American & Caribbean
region
This session will take stock of the existing opportunities for
EE in Latin America and the Caribbean, the means to carry out
these opportunities, especially CDM POAs and the main challenges
for the sector. There will be a special focus on regulatory
frameworks vs. market regimes for EE in the region through
examples of how EE projects are being implemented via PoAs.

Theme1 - Voluntary
Carbon Markets: demand, standards and opportunities
Voluntary markets offer a continuing source of value for carbon
reduction projects even when compliance markets are slow to
develop. But where is the greatest likely demand and which out
of many possible standards offer the best prospects for
returns? This session will help identify real opportunities by
offering a guide to the current and likely future voluntary
markets.
